Implemented Allow OG/Mods to add Profile banner

Since the frames are added , and pretty much looks cool.

I believe that it would look even more better with a banner in the profile
ex.:

Are OG Vets not currently able to upload banners? If not I'll enable it, it should be a perk for VIP and OG Vets should be getting the same perks.
